Your Excellency,

I am writing to you with a profound concern about the fate of Ms. Jilla Izadi, a thirteen-year-old girl who has been condemned to death by stoning in the city of Marivan, Iran.

According to substantiated reports from Iran, Jilla is presently in prison for being impregnated by her fifteen-year-old brother. Since this is not the first time that a woman is to be stoned to death for such charges, I am deeply concerned that the Islamic regime might indeed carry out the sentence in defiance of all civilized norms and protocols.

My compatriots are rightfully alarmed by these reports and are engaged in an international campaign to reflect Jilla's condition in Iran and to save her from further trauma and violence. Apart from the inhumane cruelty of stoning, we are concerned about the future treatment of Jilla and other children who are victims of their life condition and, regardless of their age, are placed in prisons. Children like Jilla and her brother are victims themselves and have no guilt in their sad circumstances. They need counseling and protection and not imprisonment.

The clerical regime in Iran is a signatory to the United Nations' Declaration of the Rights of the Child and as such, is obligated to fully respect the basic rights of the Iranian children. Iranians have the right to due process and fair treatment in accordance with all of the United Nations' declarations and charters on human rights.

I urgently ask your Excellency's good offices to utilize all its available resources to save Jilla from undue and unfortunate conditions that she has been subjected to. The Islamic Regime of Iran must be held accountable for its violations of human rights against the people of Iran and its failure to comply with the UN charter.

PARIS -- Almost two months after having hanged a 16 years-old girl, the ruling Iranian ayatollahs are to commit another human crime by condemning another young girl to stoning. According to Iranian and foreign press, Zhila Izadi, a 13 years old girl from the north-western city of Marivan had been condemned to death by stoning after being found that she had been pregnant from her 15 years-old brother.

The independent Iranian online newspaper “Peyke Iran” (www.peykeiran.com) that had first revealed the news last week reported on Saturday 16 October 2004 that the girl has given birth two weeks ago in prison.

While Zhila as been sentenced to stoning, her brother, jailed in Tehran, is to receive only 150 lashes, in accordance with Islamic laws.

Mrs. Shirin Ebadi, the Iranian outspoken lawyer and human rights activists who became the first Iranian and Muslim female to win the prestigious Nobel Peace Award for 2003 disclosed the news about the case of Zhila Izadi during her recent tour of Scandinavian countries.

The circumstances under which Zhila became pregnant from her brother is still not known, but independent Iranian sources outside the country said it was the father, a devout Muslim, who informed the authorities about the “disgrace” the young girl had caused the family.

Human rights activists in Denmark said though Zhila’s sentence had not been confirmed yet, but the fear is that, with the family’s approval, she faces the same faith as that of Ms. Ateqeh Rajabi, the 16 years-old girl hanged in public by the judge, a cleric, who condemned her on charges of prostitution.

“A court in Marivan has condemned Zhila to death by stoning and the family, which is very fundamental, has agreed”, confirmed Ms. Nahid Riazi of a Copenhagen-based human rights group that fights to the rights of women, adding that the young girl had been separated from her new born baby after the birth.

Ms. Rajabi was publicly hanged on a street in the city centre of Neka in the northern province of Mazandaran, on 15 August, for "acts incompatible with chastity".

Faced with domestic and international outcry of dismay, the authorities said the young girl was “mentally incompetent”.

However, informed sources revealed that Ms. Ateqeh was sentenced to death after, during the "trial", she expressed outrage at the misogyny and injustice in the Islamic Republic and its Islam-based judicial system.

“The lower court judge was so incensed by her protestations that he personally put the noose around her neck after his decision had been upheld by the Supreme Court”, the sources reported.

The execution of Ateqeh Rajabi was the tenth execution of a child offender in Islamic Republic recorded by Amnesty International since 1990.

Amnesty International is alarmed that this execution was carried out despite reports that Ateqeh Rajabi was not believed to be mentally competent, and that she reportedly did not have access to a lawyer at any stage.

As a party to the International Covenant on Civil and Political Rights and the UN Convention on the Rights of the Child, Iran is bound not to execute child offenders. Both treaties provide that capital punishment shall not be imposed for offences committed by persons under 18 year of age at the time of committing the offence.

Though it is possible that the Iranian authorities reject the stoning sentence, but it remains that the accused could very probably be condemned to death, human rights sources said, calling on the international community to put pressure on Iranian authorities to save Zhila from death.

The news of Zhila's possible stoning come at a time that the ruling conservatives have increased dramatically crackdown on the very limited social liberties, including more drastic measures on women accused of not respecting islamic codes of dressing and arresting more journalists and intellectuals.

Tehran, Oct. 16 - A 13-year-old schoolgirl has been sentenced to stoning in the town of Marivan (northwestern Iran). Zhila Izadi was condemned to death by stoning after giving birth to a child in prison 2 weeks ago.

She was accused of committing ‘moral sin’ and giving birth to an ‘unholy child’. Her brother a 15-year-old boy who was also accused and is currently in prison in Tehran was given a sentence of 150 lashes, in accordance with Islamic laws.

On Aug. 29 the Judiciary sentenced a woman, named Hajieh Esmaeel, to death by stoning in Iranian port city of Jolfa. Her fate remains unknown.

On Aug. 15 of this year the Iranian regime publicly hanged a 16-year-old girl by the name of Atefeh Rajabi in the Iranian town of Neka for her ‘sharp tongue’.

Last month the Iranian regime sentenced a 16-year-old Afghani boy by the name of Feyz Mohammad to execution in public for alleged drug smuggling.

As a party to the International Covenant on Civil and Political Rights and the UN Convention on the Rights of the Child, Iran is bound not to execute child offenders. Both treaties provide that capital punishment shall not be imposed for offences committed by persons under 18 year of age at the time of committing the offence.

Yes, if by improving you mean that Islamic law in Iran is becoming more strigent and elminating all "infidel" behavior. I HATE these barbaric Mullahs.

According to Noble Peace Prize winner Rolling Eyes Ayatoilet Ebadi, executing children is legal in Iran, or so she said about 16 year old Atefeh's disgusting rape and execution by a Mullah and his revolutionary Guards!

why doesnt anyone post about the protests that occured in marivan and that they had to close the roads and that they arent going to stone her anymore

We are talking about an entire Nation here, taken hostage by Terrorist Hezbollah Militia, and Mad Fascist Ayatollahs who on one hand control and expand the Drug Trade and on the other hand finance Terrorism worldwide.

All sorts of drugs are available to the youth on streets, parks, and schools, cheaper than cigarettes, even cheaper than bread!

The streets never been so dangerous, since all criminals are given high positions and any voice of reason is put behind bars.

Top ranking ayatollahs are involved in not only drug trades, but sex trades, as well as trades of Human Organs!

Children and teenage girls are the hottest commodity after Oil!

1/3 are below the "poverty line" (by Mullah's standards, meaning absolute poverty!)

The rate of Crimes must be skyrocketing, yet not not announced by the media. The number of children and young girls and boys missing is on the rise every day. Number of overdose on drugs is just as high.

In such chaotic atmosphere of crime & drug overdose, caused by Mafia style dictatorship, the rape victims from lower income families must be put to death by stoning!

This is what "Green belt" must have meant.
I'm sure this is exactly what the world powers had in mind for our home land when they ousted the Shah, and supported Khomeini into power.

So Europeans could have social assistance programs, and better health care!

Same **** happened to Africa.

It's called: Colonialism.

Yeah, they will probably wait until she is 15, the islamic legal age for killing children, then they hang her or throw her off a cliff the IRI always has a way of fooling the public.

u sound like u are pretty confident talking about an islamic legal age???
may i ask how u know this???

also i think even the regime has changed the law and determined that everyone with a death penalty under the age of 18 will have to wait until 18 to be excecuted...

so ur islam says 15 their islam says 18 ???
how does that work can u explain how u obtain some info??
