Some 190,000 assault rifles and pistols supplied by the US to Iraqi security forces in 2004 and 2005 have gone missing, according to a report issued here yesterday, and may have fallen into the possession of insurgents.

The embarrassing disclosure, by the watchdog Government Accountability office (GAO), means that the Pentagon does not know what happened to roughly a third of the arms it has provided to train and equip Iraqi forces - an effort whose success is crucial to restoring some semblance of order in the country.

The "lost" arms include 80,000 pistols as well as an estimated 110,000 of the Soviet-made AK-47 assault rifles, many of them originating in eastern Europe, especially the former Yugoslavia. A recent Amnesty International report claims that, in 2004 and 2005, more than 350,000 AK-47s and similar weapons were removed from Bosnia and Serbia by private contractors working for the Pentagon and sent to Iraq, with the approval of local Nato and European commanders.

In addition, some 135,000 pieces of body armour and 115,000 helmets have also vanished, again perhaps to end up in the hands of insurgents. So far, the US has spent more than $19bn (£9.3bn) on developing Iraqi security forces, including almost $3bn on weapons.

According to the GAO, the distribution of the weaponry was "haphazard and rushed," and failed to follow established procedures - accusations the Pentagon does not dispute.

But the affair could be even more problematic for the White House, given that, during the two years under scrutiny, the programme was headed by General David Petraeus, now the top US commander in Iraq, in charge of the current troop "surge". President George Bush now lauds his talents on an almost daily basis, as the man who will finally give the US the upper hand against the insurgents.

The GAO arrived at its figures by comparing the property records of the Multi-National Security Transition Command for Iraq against records kept by General Petraeus of the arms and equipment he ordered. The Pentagon says it is now reviewing procedures "to ensure US-funded equipment reaches the intended Iraqi security forces."

But the controversy fits into a now familiar pattern of mistakes made by the US in Iraq, dating back to the initial failure to secure arms caches found in Iraq immediately after the 2003 invasion, and which merely fuel the insurgency the Americans are trying to stamp out. In this case, says the GAO, the military was "consistently unable" to collect supporting documents showing the weapons had been sent to and received by the intended parties.

There were also "numerous mistakes due to incorrect manual entries". But the military argues that the situation on the ground was so urgent, and the agency responsible for recording the transfers of arms so short staffed, that field commanders had little choice in the matter. "We could have held on to them until every bit of a logistical and property accountability system was in place," one unidentified officer told The Washington Post, which first reported on the missing arms yesterday. Or, he continued, "we could issue them in bulk on some occasions, to the US elements supporting Iraqi units who were needed in the battles." In Fallujah, the scene of fierce fighting in late 2004, one recently created Iraqi brigade dissolved and later used its weapons against American forces.

The GAO findings will be grist for the mill of opponents of the war, less than six weeks before the scheduled report to Congress by General Petraeus and Ryan Crocker, Washington's envoy in Baghdad, on whether the "surge" is succeeding.

That report may be a watershed moment for Iraq policy here. With public patience with the war all but exhausted, and elections barely a year away, many Republicans loyal to Mr Bush have hinted that, barring cast-iron evidence the "surge" is working, they will no longer support the war.

CAMP DAVID, Maryland: President George W. Bush and President Hamid Karzai of Afghanistan, close allies in fighting terrorism, found much to agree on as they completed a two-day meeting here on Monday, with one major exception: the role of Iran in Afghanistan.

Karzai characterized Iran as "a helper" in a CNN interview broadcast Sunday. But when the two men greeted reporters here on Monday, Bush pointedly disagreed, saying, "I would be very cautious about whether the Iranian influence in Afghanistan is a positive force."

Iran has sent workers to Afghanistan to provide aid to villages, but American officials contend that Tehran is also funneling weapons into the country. Bush has long viewed Iran as a state sponsor of terrorism, and is deeply suspicious of its nuclear ambitions, a view he reiterated Monday even as he said he was "willing to listen" to Karzai's position.

"The president knows best about what's taking place in his country, and of course, I'm willing to listen," Bush said. "But from my perspective, the burden of proof is on the Iranian government to show us that they're a positive force."

It was a rare moment of daylight between the American and Afghan leaders. President Bush has been trying to shore up Karzai, who faces a host of challenges, including a resurgent Taliban, a booming opium trade, government corruption and the threat of Al Qaeda. A recent national intelligence estimate concluded that the Qaeda network had reconstituted itself in the mountainous territory along the Afghanistan-Pakistan border.


Karzai said the session would focus on "how we can carry on the fight against terrorism in both countries."

Bush, meanwhile, declined to answer directly on Monday when asked about his strategy for hunting down Qaeda leaders, and whether he would consult Musharraf before deploying the military to pursue "actionable intelligence" against them. "I'm confident, with real actionable intelligence, we will get the job done," Bush said.

The U.N. Security Council has imposed two rounds of sanctions since December on Iran for failing to halt uranium enrichment. A third sanctions resolution is being considered.

Western powers suspect Iran is seeking to acquire a nuclear weapon but Tehran insists its nuclear program is solely aimed at producing electricity.

Bush said it was up to the Iranians to show they were a stabilizing force in the region and not trying to undermine the new governments in Iraq and Afghanistan.

"I believe it is in the interests of all of us that we have an Iran that tries to stabilize not destabilize, an Iran that gives up its weapons ambitions and therefore we are working to that end," Bush said.

On the evening of July 21, 1980, in Washington, D.C., Dawud Salahuddin, a twenty-nine-year-old African-American convert to Islam who was born David Theodore Belfield, prepared to commit murder. In an empty office at the Iranian Interest Section of the Algerian Embassy, on Wisconsin Avenue, where he worked as a security guard, he loaded a Browning semi-automatic pistol, test-fired it out a window into an alleyway, and stashed it in a gym bag. Then he went to sleep on a couch. The Iranian Embassy had been closed down a few months earlier, as United States relations with Iran continued to deteriorate after the overthrow of the Shah, in early 1979, the installation of the repressive regime of Ayatollah Khomeini, and the ongoing hostage crisis at the American Embassy in Tehran.



The next morning, Salahuddin woke before dawn and prayed. He walked along Wisconsin Avenue to a designated spot, where a friend, also an African-American and a Muslim, met him in a rental car, and together they drove northwest, toward the Maryland border. In the passenger seat, Salahuddin changed into a mailman's uniform and put on a pair of cotton gloves. He stuffed the pistol into a large Jiffy bag. On Idaho Avenue not far from the National Cathedral, another friend, a postal worker, was waiting with a mail-delivery jeep. Salahuddin drove the jeep by himself to Bethesda, Maryland. He stopped at a pay phone outside a diner to call the home of Ali Akbar Tabatabai, a former press attaché at the Iranian Embassy in Washington, who had become an outspoken opponent of Ayatollah Khomeini. When Tabatabai answered, Salahuddin hung up. Minutes later, at around eleven-forty, he parked the jeep in front of Tabatabai's house, on a quiet cul-de-sac, and walked to the door carrying what looked like two special-delivery packages. He held one package, a decoy crammed with newspapers, in front; it obscured the second package, inside which Salahuddin held the pistol in his right hand, his finger on the trigger. The house was used as a meeting place for the Iran Freedom Foundation, a counter-revolutionary group, and one of Tabatabai's associates answered the door. Salahuddin asked for Tabatabai—saying that the delivery required his signature—and when he appeared Salahuddin shot him three times in the abdomen and fled. Forty-five minutes later, at 12:34 P.M., Tabatabai was pronounced dead at Suburban Hospital.

The announcement this week that the United States plans to sell over $20 billion worth of weaponry to Arab allies in order to counter Iran's ascendance in the Middle East appears to take a page out of Ronald Reagan's Cold War playbook: Simultaneously attempt to contain Iran and force it to spend money on an arms race instead of developing its moribund economy, intimidating it into bankruptcy.

One major flaw in this approach, however, is that it doesn't recognize that Iran's growing influence is due not to its impressive military force or expenditures (Saudi Arabia already spends four times as much as Iran), but rather its use of soft power and militias throughout the region in order to undercut the vastly superior hard power of the United States and Israel. Further arming Iran's Arab neighbors with billions of dollars of high-tech equipment (much of which they won't know how to use) does nothing to remedy this conundrum.

In the Cold War paradigm invoked by some Bush administration officials, Iran is the new Soviet Union and Iranian-backed extremists are the new Communists. While such an approach overstates Iran's global power and influence, on a regional level there are indeed Cold War parallels. Tehran and Washington both openly aspire to change the Middle East with competing ideologies, and both view conflicts in Iraq, Palestine, Lebanon and the Gulf as fronts in a larger war for the soul of the region.

As the UN Special Rapporteur on Apartheid and racial discrimination in southern Africa, I could attest that it was indeed the international blockades of the 1970’s and 80’s that helped end the apartheid regime in South Africa and in South West Africa (Namibia).


I am sure you know that the situation of violations of human rights in Iran has been turning from bad to worse in the past several months. Three years ago the clerical regime succeeded to end the mission of Maurice Capithorne, the UN Special Rapporteur investigating and reporting on violations of human rights in Iran . By its wanton disregard of the UN Charter provisions on Human rights and provisions of the UN Covenant on Civil and Political Rights, to which Iran remains a party, the regime of the clerics in Iran has been sarcastically poking its finger into the eyes of the world public opinion by horrendous disregard of its human rights international obligations. Article 6 (5) of the Covenant on Civil and Political Rights states “sentence of death shall not be imposed for crimes committed by persons bellow eighteen years of age and shall not be carried out on pregnant women”. Article 7 states “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment”. On daily basis those and other articles of the Covenant and the Charter provisions on human rights are being grossly violated.


Please Sir/ Madame spare a few moments of your precious time and take a good look at the attached pictures , of every- day cruelties and molestations in the streets and in prisons of Iran. The law of vengeance, in Iran , allows cutting arms, fingers ,legs, plugging eyes, stoning individuals to death,.... Floggings and different types of torture are orders of the day in Police stations and in prisons. In the past weeks police brutalities in the streets and inside prisons has reached its peak. Those pictures are but a small sample of what is going on. The most vulnerable in all this are the youth and women of Iran .Isn’t this situation a travesty of respect for the basic tenants of international humanitarian law? In this day of instant flow of information what has happened to our human sensitivities. Why have we become passive observers of all these atrocities? What does it make of us to remain silent spectators in the face of such heinous crimes?


As demands by the youth, women, workers, teachers, writers, … for respect of their basic fundamental rights and freedoms has gained momentum, the regime’s response has turned more and more into increasing violence and suppression.


In the 19th and 20th centuries, often in such cases the theory and practice of humanitarian intervention were invoked by the Concert of Europe. On our feelings and bounds as members of a single human family, today, are we in fact going backward or forward? I know, situations in Darfur, in Somalia ,in.…are even worse. As you agree however, two wrongs don’t ever make a right. Iran ’s deplorable situation of horrendous violations of the basic rights and freedoms of the Iranian people today needs more world attention and world exposure. That’s the reason why I am addressing this urgent letter to you all today. I sincerely hope that it will have positive resonance and effect in the exercise of your functions. In anticipation of hearing from you.

Wednesday, Maliki held private talks on security with Ali Larijani, head of Iran’s Supreme National Security Council, followed by a photo-op showing him hand in hand with President Mahmoud Ahmadinejad, and a meeting with supreme leader Ayatollah Ali Khamenei.

He also discussed plans for Iran to build a power station in Baghdad’s Shiite Sadr City district and supplies of 400,000 tons of kerosene and liquid gas. A large US military operation in Baghdad’s Sadr City has meanwhile killed 32 Shiite insurgents and detained 12. They were members of a Mehdi Army radical faction suspected of facilitating the smuggling of weapons from Iran.

Maliki is left with just over half his cabinet and no Sunni ministers since Monday, Aug. 6, when five members of former PM Ayad Alawi’s Iraqiya List announced a boycott of cabinet meetings in protest against its pro-Shiite favoritism.

Last week, six members of the largest Sunni Arab bloc, the Accordance Front, exited the government.

Al Maliki is left with an extremely fragile lineup of 24 of his original 40-member coalition government.

of luxury goods as well as arms import and export and etc. through their exclusive and uncontrolled piers along the Iranian coastline in the Persian Gulf.. As such, the Revolutionary Guards can by no means be deemed a conventional branch of the armed forces. The Pasdaran have their own army, navy, air force and in addition it's members are free to serve in parliament concurrently, which is why this they cannot be classified as a branch of the armed forces.

However, while the reasoning behind wanting to brand the theocracy's Revolutionary Guards as a terrorist organization is sound, and while economic sanctions on this monopoly trade, industrial and financial empire will have tangible effects, the fact that the United States has repeatedly allowed terrorist elements of the Islamic Republic to enter the United States is puzzling to say the least. Mohsen Sazegara, the founder of the very same organization the US government is seeking to potentially label as a terrorist entity is now a visiting scholar at Yale where is he is busy trying to wash his hands clean of his responsibilities in the creation of this “Ideological Army.” The person responsible for creating the force that led to the American Marine barracks attack in Lebanon is teaching at a prestigious American
institution while at the same time US administration is contemplating calling his brainchild a terrorist entity. The Marze Por Gohar Party is on record urging the American government to deny his visa as a Los Angeles Times article can attest to.

The son of another founder and long time leader of the same Revolutionary Guards during its worst period of killing Iranian opponents of the regime and hostage taking from among Americans in Iran and Lebanon, Ahmad Rezai, was allowed in the US and promoted as a regime opponent for several years, while he claimed that the IRGC was originally just an Iranian “patriotic” army and his father, Mohsen Rezai was nothing but a well meaning patriot. At the same time, his father, now the secretary of the powerful Expediency Council, said last year that if anyone has any legitimate concern about my son's statements in America, he should talk to the Intelligence Ministry, which will take care of the problem, insinuating that the son was on an official mission! Ahmad Rezai returned to Iran in 2007, and
soon after became his father's office director according to Peyke Iran news service.

The American government even urged the Islamic Republic to release a former regime intelligence officer, Akbar Ganji from jail. The fact that this person was responsible for torture and execution of Iranians during his illustrious career evidently mattered little. In a country where even dissident journalists are prohibited from leaving the country, Ganji was able to secure permissions to go on a public relations world tour, and again the United States government was only too happy to issue Mr. Ganji a visa to visit.

The United States government should take heed and begin to intensely scrutinize any current and former official of the Islamic Republic wishing to visit the US so as to prevent embarrassing scenarios such as the above where the United States is contemplating labeling an organ of the Islamic Republic a terrorist organization while allowing its members to visit the States.

believe it or not I always knew this. With Americans wasting time in Iraq where they should have focused on the head of the snake, Iran. With Europeans who now give two fingers to the Americans by cutting deals with the Mullahs. With the Russians and the Chines who oppose every American move on Iran and off course with the Brits helping their beloved unruly child, the Islamic Republic in every way they can, nothing better can be expected.


I am sure there are many Americans who are very concerned about
the situation in Iran but I do not believe that the U.S. administration
is either seriously thinking that way or indeed after wasting good five
years has any idea on what to do with the Mullahs.


Another problem is that the Americans listen to much to the Brits
and they will not understand that it is foolish to seek help of those
who are responsible for creating the mess in the first place. The day
President Bush said to his audience in front of Tony Blair
in Capitol Hill that: " America does not have a better friend than
Britain in the world", I told myself that he is badly mistaken and he
will not succeeded in war against terror.



One need to come to London and see the depth of anti-American
feelings amongst the Brits before making such untrue statement.

The US intelligence agencies should investigate Britain as their
hostile enemy. Britain has done everything in her political power
to destroy America 's reputation and influence around the world.



The Brits achieve things differently. They do things indirectly as
they have mercenaries around the world who take their orders.

With the help of their Mullahs, Britain will not rest until they
absolutely destroy the Americans.



We are talking about a country that has created Islamic fundaments
in the early 19th century. We are talking about a country that
engineered the Khomeini madness in 1979 as a way to drive the
Americans out of the Middle East .


We are talking about a country that not only promote Islamists
around the world but indeed is harbouring Muslim terrorists from everywhere.


The British Government is now making it illegal to criticize Islamists while the Muslims are allowed to burn books, shout death to America and Israel . It is going to be a crime

punishable by British law to criticize Islam.


We are talking about a country that regards President Bush as Hitler.

In Britain 's white Hall which is the sit of the British Government, the
British Parliament and even in Downing Street where their Prime
Monster is based, they refer to President Bush as imbecile yet
President Bush regards the Brits as America 's best friends.

There are enough reasons for confronting these animals in Iran .
There are enough Iranian opposition to support but as Britain 's top
hooligan and the world war II criminal, Winston Churchill once said :

Iyad Allawi, the former interim prime minister of Iraq, hinted in a television interview last weekend at one of the war's least understood turning points: America's decision not to challenge Iranian intervention in Iraq's January 2005 elections. "Our adversaries in Iraq are heavily supported financially by other quarters. We are not," Allawi told CNN's Wolf Blitzer. "We fought the elections with virtually no support whatsoever, except for Iraqis and the Iraqis who support us."

Behind Allawi's comment lies a tale of intrigue and indecision by the United States over whether to mount a covert-action program to confront Iran's political meddling. Such a plan was crafted by the Central Intelligence Agency and then withdrawn - because of opposition from an unlikely coalition that is said to have included Representative Nancy Pelosi, who was then House minority leader, and Condoleezza Rice, who was then national security adviser.

As recounted by former US officials, the story embodies the mix of hubris and naivete that has characterized so much of the Iraq effort. From President George W. Bush on down, US officials enthused about Iraqi democracy while pursuing a course of action that made it virtually certain that Iran and its proxies would emerge as the dominant political force.

The CIA warned in the summer and fall of 2004 that the Iranians were pumping money into Iraq to steer the January 30, 2005, elections toward the coalition of Shiite religious parties known as the United Iraqi Alliance. By one CIA estimate, Iranian covert funding was running at $11 million a week for media and political operations on behalf of candidates who would be friendly to Iran, under the banner of Shiite Grand Ayatollah Ali Sistani. The CIA reported that in the run-up to the election, as many as 5,000 Iranians a week were crossing the border with counterfeit ration cards to register to vote in Iraq's southern provinces.

To counter this Iranian tide, the CIA proposed a political-action program, initially at roughly $20 million but with no ceiling. The activities would include funding for moderate Iraqi candidates, outreach to Sunni tribal leaders and other efforts to counter Iranian influence. A covert-action finding was prepared in the fall of 2004 and signed by Bush. As required by law, the program was briefed to senior members of Congress, including Pelosi.

But less than a week after the finding had been signed, CIA officials were told that it had been withdrawn. Agency officials in Baghdad were ordered to meet with Iraqi political figures and get them to return whatever money had been

distributed. Mystified by this turn of events, CIA officers were told that Rice had agreed with Pelosi that the US couldn't on the one hand celebrate Iraqi democracy and on the other try to manipulate it secretly.

Ethically, that was certainly a principled view. But on the ground in Iraq, the start-stop maneuver had the effect of pulling the rug out from under moderate, secular Iraqis who might have contained extremist forces. (Asked about the withdrawal of the intelligence finding, spokesmen for Rice and Pelosi declined to comment.)

"The Iranians had complete command of the field," recalls one former US official who was in Iraq at the time. "The Iraqis were bewildered. They didn't understand what the US was doing. It looked like we were giving the country to Iran. We told Washington this was a calamitous event, from which it would be hard to recover."

Allawi, in a telephone interview Tuesday from Amman, Jordan, confirmed that the US had shelved its political program. "The initial attitude of the US was to support moderate forces, financially and in the media," he said. "This was brought to a halt, under the pretext that the US does not want to interfere." Allawi said the American decision was "understandable," but that it ceded the field to Iran and its well-financed proxies.

Allawi said he is trying to gather support for a new coalition of Kurds, Sunnis and secular Shiites as an alternative to the Shiite religious coalition that installed Prime Minister Nuri al-Maliki in power. Some commentators see Allawi's recent decision to hire a Washington public-relations firm as a sign of the Bush administration's support, but the opposite is probably the case. If Allawi had US government backing, he wouldn't need the lobbyists.

Future historians should record that the Bush administration actually lived by its pro-democracy rhetoric about a new Iraq - to the point that it scuttled a covert-action program aimed at countering Iranian political influence. Now the administration says it wants to counter Iranian meddling in Iraq, but it is probably too late.

In his upcoming biography of Condoleezza Rice, Washington Post correspondent Glenn Kessler shows how the Secretary of State “has lost none of her bluntness” while working “hard to soften her edges.” In one anecdote revealed by Kessler, Rice dressed down a jewelry store clerk who gave her less than satisfactory service:

Coit Blacker, a Stanford professor who is one of the secretary of state’s closest friends, recalls going into a shop where Rice asked to see earrings. The clerk showed her costume jewelry. Rice asked to see something nicer, prompting the clerk to whisper some sass under her breath.

Blacker remembers Rice tearing the woman to shreds.

“Let’s get one thing straight,” he recalls her saying. “You are behind the counter because you have to work for minimum wage. I’m on this side asking to see the good jewelry because I make considerably more.”

Mabry seems to believe that Rice’s service to the United States has been an uneven mix of success and mostly failure. If we just overlook this atrocity or apologize for that indignity, the Iranian mullahcracy, a regime myopically dedicated to expanding and exporting its messianic hatred, will transmogrify into a normal government. It will renounce the terrorism that has been the spectacularly successful instrument of both its foreign policy and its iron-fisted domestic control. It will see the purported wisdom of abandoning its nuclear ambitions and the terror-mongering that has brought it to the brink of dominance on the world stage.

Well, we can continue living the dream, the suicidal illusion that it will all work out if we just negotiate … while they kill. But we will have no excuses. Henceforth, our blithe hallucination will have to abide the brutal truth’s withering stare. Michael Ledeen has seen to that.

Within hours, the letters to the editor started coming in. “Condoleezza Rice serves an administration that has trashed the basic values of academia: reason, science, expertise, and honesty. Stanford should not welcome her back,” wrote Don Ornstein, identified by the newspaper as an emeritus professor of mathematics in a letter published May 31.

Online comments on the newspaper’s Web site were even harsher, a veritable stream of vitriol. One of the milder posts came from Jon Wu, who did not give an affiliation: “Please go away, Rice. We don’t want someone who is responsible for the slaughter of an entire nation teaching at our school.”

Former US deputy secretary of state Richard Armitage has delivered a scathing attack on the administration of US President George W. Bush ahead of this week's APEC leaders summit, accusing it of ignoring Asia and China's growing regional influence.

Armitage told the Australian that he was "entirely disappointed but not surprised" by the administration's performance, blaming its overall style in foreign policy.

"You reap what you sow. You can't be so dismissive of others' views without it having consequences. I believe the United States can exercise leadership while fully taking account of the views of its friends and allies," he said.

"Many of the Iranian regime's most destabilizing policies are carried out by two of its agencies: the Islamic Revolutionary Guard Corps, or the IRGC, and the Quds force, an arm of the IRGC," she said.

She said the sanctions were being imposed "because of the Revolutionary Guard's support for proliferation and the Quds force support for terrorism."

The United States also designated three Iranian state-owned banks for sanctions, two of them "for their involvement in proliferation activities" and the other "as a terrorist financier," Rice said.

"Iran funnels hundreds of millions of dollars each year through the international financial system to terrorists," Paulson said. "Iran's banks aid this conduct using a range of deceptive financial practices intended to evade even the most stringent risk management controls."

The political sanctions such as closing down the embassies and consular sections, banning of any State’s visits of ANY Iranian regime’s representative and in general, ceasing any economic-political engagement or relationship and cutting all diplomatic ties with the Islamic Republic regime is the only honourable and dignified response to the Islamic Republic of Iran by the free and the civilised world.
